Phillip Carr is the owner and CEO of Mule Barn Services and a Licensed Blind Vendor with over 30 years of industry experience. For almost 15 years at the Fort Leavenworth DFAC, Phillip Carr and MBS have continued to provide the technical program, quality control, property management and financial capabilities needed to fulfill all Army food service contract requirements.

Mule Barn Services' ongoing mission is to “grow the business pie”
for fellow disabled small business owners by materially expanding Federal, State,
Municipal and Commercial contract business
experience and opportunities while ensuring MBS and mentored partners fulfill all
client contractual commitments to providing high-quality food services to
clients and their cafeteria patrons.
In 2024 Phillip Carr and MBS began
providing small business mentorship to other Licensed Blind Vendors (LBVs) and Service-Disabled
Veteran Owned Small Businesses (SDVOSBs) including accessible, supportive and
continuously expanding opportunities for on-the-job training, professional
development and sub-contractor work-share revenue and profit sharing.
MBS’s
mentor/protege mentality collective builds true positive-sum partnerships, where
all disabled small business owners involved benefit from collaboration to
achieve their shared goals for business growth while enhancing our overall commitment
to providing excellent contract performance and high-quality food service to
our clients.
